What’s going on between Russia and China the S-400 Triumph is?

Something seems to be wrong in the case of the procurement from China of the top right now system αντιαεροπορικής – anti-ballistic defense, the…
S-400 Triumph, as revealed by statements of strong man of Rostec, as these statements are in stark contrast with what stated the same person in mid-March… wonder what happened two and a half months later?
Let’s start with the series. Sergei Τσεμέζοφ of Rostec gave an interview to the Russian business – financial newspaper Kommersant on 2 June, where among other things he spoke of and for cooperation with China. Be noted from the outset that the interviews are so important personalities it is common to be used for transmitting messages to agents, in a way that makes them perfectly visible to the general public…
The Τσεμέζοφ said that deliveries of the systems in China will be done at the earliest in 2018, after consistent practice of the Russian Federation is to cover priority needs of the armed forces and then requests for the export of systems. Makes sense at first sight and could not be otherwise in a country with the characteristics of Russia.
The problem arises from the time that those who monitor the evolution of relations in the crucial “dipole” of international politics, may have contain the statements of the same face to the Russian news agency TASS, where on the one hand, announces the disbursement of the advance for the implementation of the convention by chinese side, and on the other hand, that the Chinese will start to receive the system in the first quarter of 2017.
The inconsistency in the statements is very clear, so the question arises of what can be mediated in such a short period of time in order to change so much the statements by a leading official of the Russian defence industry, which has every reason to want to safeguard the reliability of both the personal and the corporate – state.
It is obvious that something is happening, no one can say with certainty, in the absence of data, what exactly. Problem in production line? Some severe disagreement on a matter between Moscow and Beijing. Or is the usual utilization of significant defence programmes in the context of the Russian negotiating tactics, such as, for example, the sale of S-300 to Iran?
The issue of relations with the West, now pending the final settlement in Ukraine and Syria, leaves no room to think on an analytical level, and this possibility, since as a mode of action would be perfectly clear and fair, if the objective is the protection of this rated as a national interest.
As we have mentioned in the past, the system S-400 Triumph, which is manufactured by the Almaz-Antey can engage 36 targets, and to launch against them to 72 missiles to intercept, at a distance of up to 400 km, at a height of up to 30 miles (depends if it is an aircraft or incoming missile, type of cruise or supersonic), while it is supported that can also hit ground targets.
