The Canadianair Market Bill passed – This is the new operational doctrine of Firefighting

It was voted by majority of the House’s plenary, the climate crisis and civil protection ministry bill, which, among other things, approves the draft contract for the supply of seven young people. The Minister expressed his satisfaction with the support of the House. Vasilis Kikilias spoke of a very important incision as in addition to the Canadair there is a “change of doctrine to deal with forest fires and also prevention”, and added that a very big battle will take place in the summer. “We are a big family, we are a team, we have a very difficult task, there is no doubt that we will have a very difficult anti-pyric period, with many challenges. This I feel is and describes the situation we will experience in the summer. We’ll have a very big fight. That is what I ask everyone to do,” Mr. Kikilias said. In favour of the bill, ND, SYRIZA, PASOK, Greek Solution, KO Spartans and KO Niki, while “present” declared KKE, New Left and Freedom Freedom Freedom. As Mr. Kikilias said, “conditions prompt people and bodies to evolve, modernise and strengthen in order to address crises and needs,” and added that the change in the operational doctrine of the PS aims to address fires and challenges “faster, more professional, more scientific, with the help of all, with interoperability.” “There is no doubt, that was and will be our patriotic duty,” he noted. In epigrammatically Mr. Kikilias referred to some of the points of the new operational doctrine while also talking about conducting exercises in the field which, as he said, will be actual exercises with an unknown and difficult scenario stressing that it is being studied legally, whether to enter a presidential decree or become the law of the state. ‘Nothing less can be applied to the field. To join forces together in a very difficult season in a very difficult anti-fire period, in a very difficult time that comes and to be ready to face all challenges. To be there earlier,” stressed Mr. Kikilias, while addressing the women and men of the Fire Corps, stressed that they perform a function, “a sacred mission” in order to protect human lives, property and natural beauty. ‘Until mid-April the completion of the EGIS project’ In a question by Members why we only get Canadaair from the CCC, Mr Kikilias said that we do not only take these aircraft. By the end of March, in mid-April, we will have implemented almost all of AEGIS in everything about the competition process, and it will all be on the air. These, he added, concern: – Ten medium-type helicopters. We’ll see which company wins the competition. – Three airsurvellance aircraft, another company. We sign the contract next week. – Three medium-type helicopters. The competition was won by Italian Leonardo, which has nothing to do with Canader. Other companies participate in the competition. – A series of drones. Other companies participate in the competition. -1,000 vehicles. For the 400 the competition, which is at the Court of Auditors, has already been completed in order to sign. I had a moral obligation not to lose the 2.1 billion of AEGIS, Mr. Kikilias stressed, noting that all these instruments will begin to be received from the next anti-fire period, and, at a depth of six-year-eight years, it will be a dowry-depository in the Fire Corps, Civil Protection and the next generation. What the new operational doctrine of the Fire Corps includes The strengthening of the mechanism at all levels so that “we have fewer fire startups, quick demarcation in the manifested fires and a holistic approach to large fires”, is the main goal of the new operational doctrine of the Fire Corps, said RS chief, Lieutenant General Theodore Vayas. With regard to the new operational doctrine of the Fire Corps, according to Mr Vaya, a common reference framework is established, namely a uniform framework of conditions in which the Fire Services Governors and the chiefs base their decisions and actions, while the main role is the prevention and readiness of the forces as emphasis has been placed on the training of firefighting forces. As far as repression is concerned, the initial mobilisation from the start of the fire will now take place with two vehicles locally, the nearest forest vehicles and always with an operational officer with a third vehicle which has not normally been done so far. As Mr. Vayas explained in many fires he was starting a vehicle to reach the fire and give the picture. Now, this, as he said, will be a rule for both vehicles at least and the operational officer at every fire start. With regard to aerial means and their management, as Mr Vayas said, they have proceeded to redistribute aerial means to the main bases of the territory in order to better cover and reduce response time and their immediate mobilisation by the ESKEDIK with the start of forest fires. In particular, as he noted, the mandate from the ESKEDIK for their mobilisation will be immediate as as Mr. Vayas pointed out will not wait when the chief officer who reaches the point of fire will give the picture. With regard to the prevention and preparedness of forces before the start of the anti-fire period as Mr. Vayas said, they proceeded in collaboration with the forest service for training officers and all fire department officials in terms of forest fires. At the same time PS executives were trained to exploit earthmoving machinery in the field, while Fire Corps staff training was done with the Air Force for safety and coordination of communication code during operations. At the same time, training is planned for staff from the ESKEDIK, the Centre for Enterprise and Regional Centres of 13 throughout the territory in order to better coordinate the mobilisation and management of operational information. Special emphasis is placed on conducting exercises in the field which will be realistic exercises, real exercises in the field, so that, as Mr. Vayas pointed out, they can draw safe conclusions as well as proceed to their evaluation with “the aim of always becoming better when we need to face a real incident” and added that in previous years the exercises were carried out with each operator knowing the day of exercise, the time of exercise and what to do. At the same time, as Mr Vayas pointed out, the emphasis is also placed on air surveillance both through the use of national and leased aerial means. This will be done in collaboration with the ESKEDIK with the Regional Centres from the day before and always depending on the risk indicator so that there is programming and there is no overlap between air surveillance. In addition, Mr. Vayas referred to the 10 new EMODE units created, raising their number to 16 in total throughout the territory, while stressing that 10 of them will have an aerial means, a helicopter to carry them to the point of fire. He also noted that in their design they create bases for the dispersal of EMODE / METPE / Fire Groups. Vehicles depending on the risk indicator in dangerous and sensitive areas to reduce response time. A tightening of fines Simultaneously in the prevention part, the imposition of administrative fines and the tightening of fines (from 500 to 50,000 euros) as well as the tightening of penalties for arson crimes. “All this to reduce the beginnings,” noted Mr. Vayas. Regarding cleaning, the leader of the PS, mentioned the creation of an Electronic Register of Land Cleaning sites where he also provides controls by the Fire Department. In addition, the new operational doctrine provides for the upgrading of the Interrogative Departments and their submission to the DIPSYN As Mr Vayas pointed out, so far the interrogation offices have been operating in local fire services with employees who were performing parallel duties. The interrogation offices will now operate at county level in the administration with purely duties of interrogation work of officials who during the anti-fire period with a risk indicator of 3 and above will be patrolled within their county. A separate reference was made to the interoperability, cooperation and assistance of OHIM, as the new Construction and Management of Natural Disasters ensures immediate better cooperation and communication. Regarding cleaning, Mr. Vayas stressed that there is closer cooperation with DEDNO and IPTO to clean up high-voltage (fire protection zones) areas that pass through forest areas. “We give priority to dangerous and sensitive areas in order to prioritise cleanup,” said Mr. Vayas and added that with the Ministry of Culture they have proceeded to renew a memorandum of cooperation on archaeological sites relating to clean-up, education, exercises and all repressive measures to prevent and combat fires. A major change in the operational doctrine of the PS is voluntary groups, which will now be mobilised from the start of every fire while as Mr. Vayas stressed, until now they were mobilised in a second year. “Our proposal and our goal and our doctrine, our doctrine, is to mobilise voluntary groups from the beginning of each fire,” he noted and added that Regional Centers, the PKEs, will know from earlier time, from the previous day, the availability of volunteers. “With fire vehicles will be mobilised directly and volunteers, voluntary vehicles,” he stressed. At the same time, more firefighters will staff forest vehicles as the leader of the PS pointed out, now within the vehicle there are the least three firefighters to patrol and operate while so far mainly staffing was done with two firefighters personnel inside the vehicle. Additional EMODE team will be mobilised in every forest fire from its start. As Mr. Vayas said, in some bases that are also aerial means, the team will also be able to move with the helicopter for immediate mobilisation, so that the response time is reduced and are immediately in the event of the fire event. Furthermore, the Unmanned Aircraft Systems (SMEA) will be mobilised by the PKEs in the major fires in order to give the Centre insight Enterprise, ESKEDIK. In addition to the prepositioning groups, they will be mobilised immediately at the start of forest fires and will not, as in previous years, be in a waiting area at their bases where they were mobilised in a second year. Furthermore, in the context of cooperation between the Fire Corps and the Forest Service, a Forest Service support team will be required to be in the field for significant fires. In addition, as Mr. Vayas explained, there will be up to three teams with leading senior officers at the Fire Corps headquarters, who will be ready 24 hours a day and will contribute to auxiliaries or where necessary to large-scale fires. Mr. Vayas also referred to the Mobile Operations Center Olympus, in which he said, according to the new doctrine they give them great weight. “Until now we have had some weaknesses in staffing and management due to inadequate staffing, fire management. In our doctrine we place great weight on the Mobile Operations Center. He will be staffed with the necessary fire department personnel. With representatives of all stakeholders, to create a command element, a small headquarters in the field. In Olympus, all information will be channeled from all points in the field. And it will also be the link to the ESKEDIK, for information and exchange of information and requests. And especially with all third parties, possibly, who want to help in every way in the fire. Which until now there was a weakness here. Where they’ll communicate and how they’ll help. This will be solved in the major fires with the Mobile Operations Center. Any third party who wishes to help with the work of fire management will be addressed there,” noted Mr Vayas. In addition, Mr Vayas referred to the Civil Engage application through which Regional Centres will now inform the municipalities, the regions, of the forest fires incidents. ‘There will be a telematic capability to monitor vehicles and there will be an exchange of information between the services. Local Business Centre, the PKE, and the municipality,” he stressed. “We must turn and implement in practice strategies and actions that will minimise damage to citizens’ property in critical infrastructure and the natural environment during emergencies and crises. Our aim is to organize the strategy and the regular methods we will use for the fuller protection of areas in our country from the risk of causing and developing forest fires. The operational doctrine includes tactics, techniques and procedures and focuses on the proper operational organisation and exploitation of the forces involved by providing a framework for clarification of distinctive operational objectives adapted to the modern operational environment of spreading and tackling forest fires,” noted Mr. Vayas. “Our aim is to strengthen the mechanism at all levels. To have fewer fire startups, quick demarcation in the exposed fires and a holistic approach to large fires. All together with interoperability all stakeholders. This good cooperation, the strengthening of this cooperation, which until now at least since the beginning of the year, has never existed, at least from my experience, this aid and good cooperation that exists with all stakeholders, we want to continue in the field,” Mr Vayas concluded. The need for everyone to cooperate during a crisis was mentioned by the professor at the University of Thessaly, Gold Laspidos. Mrs. Muspidos stressed that “the way we work must change” during the crises and stressed that the new doctrine is absolutely necessary.
