The dire situation in which it finds itself the μελετητικός industry indicate the discounts offered by the bidders participating in the tender for the completion of the…
Lands. In most cases the discounts may vary around 40%-45%, while in two cases reaching 55%. The high discounts confirm the decision of the ΕΚΧΑ to επαναδημοπρατήσει the project, however, is a cause of concern for the timely and quality completion of the project.
Yesterday the National Cadastre and Mapping (ΕΚΧΑ) proceeded to the opening of the bids on 26 of the 32 studies (groups of areas) of the final phase of the Lands. The lowest of the discounts of those companies prevailed in last night’s contest was 15.01 m in length% and was one of the two studies in the prefecture of Heraklion (areas of Gortyn, Phaistos, Minos – Plain, Αρχάνων, Asterousia, Viannos). Low was the prevailing bids for the cadastral survey of the balance of the prefectures of Arcadia (20,1%), Lasithi (20,1%), Laconia (21,4%) and Ilia (26%). The lowest discount was offered in the study of the balance of the Arcadia (5%) and the islands of Kalymnos-Karpathos-Rhodes (5,62%).
On the other hand, the higher bids were for the cadastral survey of the balance of the Cyclades (55,5%), West Attica and islands (55,1%), the Kalymnos island-Karpathos-Rhodes (51,1%), Evia (51%), Drama and Xanthi (51%). Be noted that the two higher bids were tabled, from the design office, which recently took over the three “orphaned” studies (phase b Athens, Volos, Lamia-Livadia) with discounts of over 65%.
In ΕΚΧΑ there is a satisfaction, as it confirmed the correctness of the decision επαναπροκήρυξης of the competition. But scepticism for the cases with high discounts. “If the bidder is aware of an area of older programs mapping and knows how to utilize properly the resources, will not have a problem. More concerned with the cases of areas where the επικρατήσας has not undertaken work ever and, nevertheless, offered a big discount. In any case, under the terms of the tender, in all cases, received discounts in excess of 25% of the successful tenderers should have a specific process to demonstrate that they are able to do the work, allocating resources and skills on a schedule,” says the ceo of ΕΚΧΑ, Christina Klonaris.
According to the president of the Association of Greek Companies-consulting firms (HELLASCO), Konstantinos Kallergis, yesterday’s results show the dire situation of the design industry. “The companies offer excessive discounts, trying frantically to keep them alive. The completion of the Land register is a foremost priority for the country. Therefore, you have to take the responsibilities of all parties (consulting companies, ΕΚΧΑ and RIS) and to ensure that excellent and qualitative studies of the project”.
