How and when will the bonus system be implemented across the State

Bonus system (reward rate) throughout prepares it for 2025, reportedly. The relevant DPA bill to pay bonuses to the most efficient employees of all the public is expected to be approved in a next cabinet (not Wednesday 27 March) and enter into force in 2025 (after being voted on within this year). Circles of the Ministry of Public Administration with which newssit.gr came into contact say that in early 2025 the goals will be selected for the first time by each organic unit of the State and if these objectives are achieved by the end of the same year, the bonuses will be paid immediately thereafter, i.e. in early 2026 to employees who have completed these goals. This process will be repeated each year, i.e. in early 2026, the new targets will be selected per organic unit and once these objectives are achieved by the end of 2026, the bonuses will be paid to the beneficiaries in early 2027. The “base” of this system will be that already applied to certain individual public services (e.g. employees involved in projects under the National Recovery and Durability Plan ‘Greece 2.0’). According to this “the remuneration is calculated on the basis of the basic salary and the liability allowance, it is not offset by the personal difference in paragraph 1 of Article 27 of Law 4354/2015 (A’ 176) and the corresponding Article 155 of Law 4472/2017 (A’ 74), may not exceed, per year, 15% of the sum of the annual basic salary and the liability allowance of each employee and shall be subject to the insurance contributions and other deductions of additional remuneration.” In other words, the bonus will even reach 15% of the annual basic salary and the liability allowance. The bonus will be linked to the new system for assessing civil servants based on objectives. It is noted, however, that the annual action plan of the Ministry of Interior for 2024 provided for features “extending the target-evaluation system to Legal Persons of Private Law and Public Companies” under Law 4940/2022.
