The port pilot, who was driving the ship open, and an assistant also reported power problems and loss of propulsion prior to the collision, according to the Coast Guard briefing report. A preliminary report on the accident is expected to be published within 2–4 weeks, but the final will take up to two years to complete, NTSB chief said.
