Answers to ‘conspiracy scenarios’ Determined to use high tones and speak harsh language by disproving conspiracy scenarios – as the government calls them – concerning the national tragedy of the Tempes, and scratching the wounds of the victims’ relatives, is Prime Minister Kyriakos Mitsotakis. He will be the last to step up the House at around 9 p.m. and will respond with arguments to the criticism and attack he received in the debate held in Parliament, until 3-4 a.m., from Tuesday, on the proposal of mistrust against the government tabled by the PA. It is a fact that one could hardly follow the parliamentary procedure with Mrs Constantopoulou’s repeated speeches. Instead, when she spoke calmly and with arguments you listened carefully to her and could agree or disagree with her. The show is totally unfair to her. 1st party, empty bench In a leading parliamentary process that is the proposal of mistrust against the government, Members have proved inferior to circumstances. During the procedure the bearings were almost empty. For most hours the MPs attending the speeches reached 10, 20 or 30. About 170 were written to speak. It was very interesting. Egnatia Street, Igoumenitsa and… Node! A leading example of the distance between the announcements that Greece will become a hub of international trade and hard reality is Egnatia Street, the contract for granting it tomorrow. For almost two decades the road shaft has been running without a Motor Service Station (SCE) and with only one gas station at about 700 km! Some of the vertical axes with our northern neighbours stayed in the middle and will finally be upgraded by the concessionaire, the consortium GEK TERNA – Egis Projects. You would expect that when you invest around seven billion euros, Community and national funds, for Egnatia Road, you would also make sure that the port of Igoumenitsa was upgraded to become a real gateway to Europe. For two decades again nothing has happened in Igoumenitsa. Now the Italian Grimaldi group is preparing to make some investments that acquired the majority package of the Igoumenitsa Port Authority (OLIG). Until the Egnatia upgrade investments are made, in which no heavy maintenance has ever been carried out, and the “node” of Igoumenitsa will be on paper. The delays in contract 717 and the OSE has a great interest in looking for those responsible for the case of contract 717, for the upgrading of signalling and telemanagement on the main railway axis, the contractor’s letters to ERGOSE. In many of these letters it is revealed that the project was delayed because OSE did not deliver parts of the railway network to perform the project, as it was due and after taking the necessary security measures. The Contractor’s complaints to ERGOSE and OSE were continuous and from a first reading it appears that delays due to OSE were not small. For some departments they have been asking for months for access to be granted so that projects can be done unresponsive by the Agency. Have the investigators looked into it? Another PPP project in Greek calls! We will stay at the OSE after an important project with Public and Private Sector Partnership (SIT) that had joined the Recovery Fund was cancelled. This is the organization’s technological upgrading project (from electronic tickets to tele administrations) which has been forgotten for two to three years and will now proceed as a traditional public project. In order to be financed by the Recovery Fund, however, OSE must prepare a new notice in no time, start the competition and find a contractor with lightning processes. Is that possible? The column is sure it’ll be years before we see an electronic ticket to the broken railroad organization. All three PPP projects planned by the government for the maintenance of the railway network went to the Greek calls. How will maintenance be done? Unknown! Mobilisation for major digitisation projects With several months’ delay in the Ministry of Digital Governance they decided to activate and face head-on problems that delay major paper (and other) digitization projects that have joined the Recovery Fund. A few days ago they sent a firm to the companies that have taken over the digitizations, from the Estate to Justice and Health, that by the end of September they must have completed 30% of the projects and by the end of the year 50%! Given that in certain projects such as Justice and Health, contracts were signed a few days ago, it is impossible to achieve these objectives. Why were these unterritorial goals set? Because there will be serious problems with the next installments of the Recovery Fund since the digitizations are one of the important milestones. And in this climate of turmoil came yesterday’s raid by the Competition Committee at the offices of the major IT and telecommunications companies.
