A stop sign, into works of digital infrastructure amounting to eur 60 million.

The gap leads the government digital upgrade of the country, cancelling dozens of infrastructure projects, with painful consequences, both for the loss of funds and employment. Works value of at least 60 million. euro have been cancelled, according to executives in the industry of information technology, in the last few months while the infrastructure of a total value of more than 186 million. euro are at a standstill because of delays in the completion of the process of integration in the new NSRF as projects-bridge.
Cause, according to executives in the industry, is the inability of the government to the establishment of the new managing authority, the Secretariat-General of Digital Policy, which is a prerequisite for the projects of technology of the new NSRF. The new secretariat will be answerable directly to the prime minister with a view to turn into a stand-alone ministry. The competent minister of Economy Alexis Χαρίτσης, speaking recently at a conference of the Association of Information technology Companies and Communications of Greece (APRC) has pointed out that the establishment of the General Secretariat for Digital Policy will release resources for a total of eur 1 billion. euro.
What projects were cancelled
One of the most typical cases of infrastructure that ξεγράφτηκαν from the list of the new government is the work of the security and storage equipment data of the National Cadastre and Mapping Etc.E. (ΕΚΧΑ) that was cancelled by the same board of directors, which was ratified!
The project with a total budget of 5 million. euro with VAT was launched in December 2014 and had been awarded last September at the company Cosmos Business Systems. However, last January with a later decision of the board of directors decided to cancel the project.
The recommendation brought to the board.P., on January 12, 2016, the vice president of ΕΚΧΑ Claus Veskoukis spokesperson for the cancellation of the project citing the change in needs and particular requirements of infrastructure information systems of the ΕΚΧΑ, which were not included in the previous contest.
The decision of the company pulled the rug from under the feet of the provisional contractor, who has filed an appeal against the decision. However, it is not the only one. The rain of objections accepts last and a even a competition concerning the recruitment of a technical advisor for the strategic planning of the digital infrastructure of the ΕΚΧΑ. The contest has been cancelled, however, the participating companies will leave a suspicion of manipulation and photographic layouts.
The occasion is the demanding terms of the declaration in advance, place it outside and even multinational companies such as IBM Greece. One of the most blatant cases, it is predicting that the participants in the competition amounting to 80,000 euros should have executed three similar works amounting to eur 10 million. euros, i.e. a value about 125 times greater than that of the contested project.
The “weird” is continuing and other terms and conditions of the declaration, as 40% of the project team to hold a phd, without clarifying, on the basis of the objections, the minimum number of members that will make up the team, but also the anticipation that the project director must have a managerial experience during the last five years to a body with responsibility for the execution of their respective projects.
In addition, however, the Land registry, which is supervised by the ministry of the Environment, to the cancellation goes, and competition of the ministry of Shipping, amounting to 1,7 million. euro, on the System of a Single Shipping Box. For the project has been declared a contractor since last September, but a month ago there was an oral update on cancellation of the tender. The ministry claimed last week that it is making the rescue efforts and is in search of resources from the Public Investment Programme!
Remains unknown fate, and a number of other major projects which had been initiated by the previous government. From the first cuts infrastructure was the famous wireless public Wi-Fi network of the ministry of Infrastructure announced by the former prime minister Antonis Samaras budget of 14.9 million. euro. The burial was announced by the minister for Infrastructure Christos Spirtzis last summer, claiming that it would be impossible for the equipment to be supplied the Public be stored.
A similar fate befell the contest for the Digital School, of eur 34.8 million euro. Although the contest of the ministry of Education had progressed and had reached the unsealing of the financial offers, the process froze due to lack of funding.
The large delays of the previous period have been haunting the projects, with the result that the implementation of critical infrastructure of the country either cancelled or transferred in the new programming period. It is estimated that about half of the program of the digital convergence will move to the Partnership agreement and projects such as the ΣΥΖΕΥΞΙΣ for the interconnection of the public administration, the single information system for the NHS, the National Registry etc.
