Ukraine Summons U.S. Envoy Over Halt in Weapon Deliveries

On July 2, 2025, Ukraine summoned the U.S. Chargé d’Affaires, John Hinkel, for explanations following the unexpected decision by Washington to halt deliveries of certain weapons systems and ammunition to Kyiv. The move has raised alarm in Ukraine, which urgently called on the U.S. to maintain consistent military support as Russia intensifies airstrikes and drone attacks on Ukrainian territory.

The U.S. government announced the suspension without prior warning on July 1, citing concerns over dwindling stockpiles of American-made arms. Ukraine’s Ministry of Defense stated it had not been officially informed about the decision and urged the U.S. to clarify its position as soon as possible. Meanwhile, Ukraine’s Foreign Ministry reiterated that any delay in defense support emboldens Russia to continue its war and terror campaign.

According to reports from Politico and other U.S. media outlets, the halted supplies include Patriot air defense systems, precision artillery systems, and Hellfire missiles — all critical components of Ukraine’s defensive capabilities against a numerically superior Russian force.

The Kremlin expressed satisfaction with the news, with a spokesperson suggesting the move could hasten an end to the conflict. However, London-based defense analyst Shashank Joshi argued that the pause might instead discourage Moscow from engaging in serious negotiations.

A May 2025 report by the Center for Strategic and International Studies (CSIS) warned that Ukraine’s long-term ability to resist Russia would be severely compromised without continued U.S. military aid — support that European allies are currently unable to fully replace.
