The Conference of Mayors held in Brussels on 11 and 12 October on the theme of climate change and the …κοινωνικοπεÏιβαλλοντικÎÏ‚ effects and in which participated a great number of Mayors-Members of the Pact, the Mayor of Penteli Dimitris Stergiou Kapsalis was placed, and expressed the following views:
• The technocratic tackle serious issues of Civil Protection should be made always in the direction of the strategy that is required the Board to engrave.
• Cognitive skills for participation in programs of the Municipalities-Members of the Covenant of Mayors vary from municipality to Municipality and, unfortunately, there are Municipalities-States with few or not at all, a situation that requires the Governing Council of the Covenant of Mayors to promote special programme for the development of executives of associations in ALL the Municipalities Members of the Covenant of Mayors.
• Most of the times, the hierarchy of disaster is not possible on the basis of objective knowledge of the extent and dynamics of the European Union, but on the basis of the submitted reports without an autopsy of the competent and most of the time is delayed, a situation that requires the existence and operation of a group of direct action groups-autopsy on the objective knowledge of the extent, dynamics and humanitarian dimension of the disaster and the immediate a proposal for a solution.
• A disaster in the opinion of the Mayor, should primarily be considered on the basis of the social impact, since the man should be the centre in the functioning of the institutions.
