Microsoft has not made official comment on the matter, but many users have reported that programs have been removed. Most of these are hardware utilities, like Speccy, CPU-Z, HWMonitor and Cleaner.
The way to restored the programs are reinstalling them.
The reason this is happening is, likely, the incompatibility with Windows 10, during the installation of the update, at least.
In any case, the removal programs and hardware is clearly stated by Microsoft at the Microsoft Services Agreement.
