visited the Detention facility of St. Stephen of Patras and ενημεώθηκε by the Director and the staff for the shortcomings and problems in the functioning of the institution
On the occasion of the visit of the Angel Τσιγκρής made the following statement:
“The riots and the escapes of prisoners, poor conditions of detention, the repeated convictions of our country by international organisations, the anachronism of the penal philosophy of the whole system and the allegations of phenomena of decay and corruption, they create onerous conditions for the evolution and control of crime in our country.
The living conditions of detainees in prisons are the most reliable indicator of our culture.
However, in order to enable the correctional system to respond to the mission and to operate our prisons as sites of improvement of the food and preparation for smooth reintegration into society, it is necessary the gradual change of ideological orientation of the institution, by instrument of the exercise of power, a means of corrections and επανακοινωνικοποίησης of the prisoners.
In this direction the Ministry of Justice should immediately pay a multi-faceted effort in order to make the prisons of the country centres actual corrections and not punishment.
Schools a second chance for all the prisoners and not hotbeds of corruption, as, unfortunately, remain until today.
Juvenile detention, in the substantive sense of the term, and not hellish.
Strategic choice should be a separation of prisoners in similar categories on the basis of the offence and the sentence serving.
Education and vocational training of prisoners is an essential condition of corrections, and a smooth reintegration in society.
In this context, it is necessary to design programmes of education and vocational training of prisoners in all detention facilities.
In order to achieve the goal of a smooth reintegration of αποφυλακιζομένων in society, it is necessary for the activation of the -inactive until now – provisions of the Penal Code on the committees of social support αποφυλακιζομένων (article 81), ημιελεύθερης living prisoners (article 59), organisation of working outside of the detention facilities (article 42), segmented into sentences (article 63) and community service (article 64).
The whole effort should, in the last analysis, it seeks a fundamental objective: To ensure the smooth reintegration of prisoners into society, making the prisons training centres and vocational training for all – schools give a second chance, hope and life.
With the above changes, if the prisons can’t be socially beneficial, at least will cease to be harmful to the extent that it was until today…”._





The Angel Τσιγκρής he has served as representative of Greece to the Standing Committee on Operational Cooperation on Internal Security in Europe (COSI) of the Council of the EU and the Permanent Representation to the UN Crime Prevention and Criminal Justice.
