The timing in the video, released in the Telegram app by Russian war correspondents, shows 16 January, with local authorities reporting that the events occurred in a unit in the town of Kizil, in the Tuva district of southern Siberia. It is unclear what caused this beating of soldiers. Russian war correspondents reported that they were wounded soldiers who had been discharged from the hospital to return to the fronts in Ukraine.
