The extensive investigation includes not only the seven individuals who have already been arrested but also 21 others, including contractors, engineers, and hoteliers, accused of bribing officials for actions against their duties. One detained official, the head of the Service, was released due to lack of evidence on organized crime charges. However, other suspects, including deputy directors, supervisors, service employees, architects, and civil engineers, were referred to the Prosecutor of Rhodos. Conversations reveal a culture of bribery and favoritism, with one member stating, ‘If he smells bread, he won’t let it go.’ The role of each of the seven key members is outlined, detailing how they coordinated illegal activities such as approving fake files, delaying inspections, and covering up the network’s operations.
