Russian President Vladimir Putin held a ‘substantial’ phone conversation with French President Emmanuel Macron, discussing the Middle East crisis—including Iran—and the ongoing war in Ukraine, according to a Kremlin statement. This was the first communication between the two leaders since September 2022. The call lasted more than two hours and covered several pressing geopolitical issues.
According to the Kremlin press office, Putin reiterated that the war in Ukraine was the direct result of Western policy that ignored Russia’s security concerns in previous years. He emphasized that any peace agreement between Russia and Ukraine must be comprehensive, long-term, eliminate the root causes of the conflict, and be based on ‘new territorial realities.’ In the past, Putin has insisted that Kyiv must accept Russian annexation of Ukrainian territories as part of any peace deal.
Regarding Iran, Putin stated that it is necessary to respect its right to peaceful nuclear energy development and consider its continued compliance with its obligations under the Nuclear Non-Proliferation Treaty (NPT).
On the other hand, Macron reminded Putin, as per the Élysée Palace, of the responsibilities of permanent UN Security Council members regarding nuclear issues. He stressed the urgent need for Iran to comply with the NPT and fully cooperate with the International Atomic Energy Agency (IAEA). Macron also emphasized the importance of finding a diplomatic solution to address Iran’s nuclear program, missile development, and regional role. The two leaders agreed to coordinate steps and communicate again on this matter.
Regarding Ukraine, Macron reaffirmed France’s unwavering support for Ukraine’s territorial integrity and independence. He advocated for an immediate ceasefire and the start of negotiations between the two sides aimed at achieving a lasting and stable resolution to the conflict. The Élysée Palace confirmed that both presidents agreed to resume discussions on this topic as well.
