Papathanasis: New Projects for the Benefit of Society and Economy in the Revised National Recovery Plan

The European Commission has issued a positive recommendation regarding Greece’s proposal to revise its National Recovery and Resilience Plan, ‘Greece 2.0’, paving the way for final approval by the European Council. The main objective of the revised plan is to ensure the full and efficient utilization of all resources available to Greece from the Recovery Fund. The proposal is financially neutral — there is no reduction in funding for the Greek plan.

The revision includes adjustments to certain actions due to technical and administrative reasons, based on current implementation progress, while also strengthening initiatives with high demand and introducing new projects. Among the newly added projects are:

– Comprehensive upgrade of safety infrastructure in the ten largest railway tunnels operated by the Hellenic Railways Organization (OSE), using smart systems.
– Creation of smart pedestrian crossings at school units.
– Development of autonomous smart lighting networks along major road axes.
– Procurement of an additional 175 electric buses for Athens and Thessaloniki.

Additional investments focus on the digital transformation of Education (including 2,900 interactive smartboards in public schools), Public Health, and urban planning through a modern system for detecting illegal construction. Two new aircraft will be acquired for Civil Protection, and a new multimedia communication system will be introduced to improve citizen services in the public sector.

Funding for these new projects comes from reallocated resources previously earmarked for other initiatives that could not be implemented within the planned timeframe due to objective constraints — such as unsuccessful tenders. Examples include upgrades to digital skills training for conscripts, digitization of the Economic Diplomacy Network, and the Almopia Dam project.

In the Electromobility Action Plan, lack of market response led to the replacement of the ‘Green Taxis’ and ‘Charge Anywhere’ programs with the procurement of additional electric buses.

Greece submitted its revision proposal on May 14, 2025, in line with EU regulations and responding positively to the European Commission’s call for member states to update their plans to ensure timely submission of remaining payment requests. The next step following the Commission’s positive assessment is final approval by ECOFIN, expected before the end of July.
