Greece has launched a new national food assistance program worth €400 million, funded through the European Social Fund (ESF) under the ‘Human Capital and Social Cohesion 2021–2027’ program. The initiative, established by a joint ministerial decision signed by Minister of Social Cohesion and Family Domna Michailidou and Deputy Minister of Finance Nikos Papathanasis, introduces a unified, nationwide system delivering aid via electronic or physical vouchers.
A Shift Toward Dignity and Autonomy
For the first time, food aid across Greece will follow standardized, centralized rules — replacing fragmented regional practices with a single, streamlined platform. Under the new model, beneficiaries no longer receive pre-selected food packages. Instead, they choose what they need, when they need it, and where to purchase it — restoring personal autonomy and dignity.
The system significantly reduces bureaucracy, ensures full transparency, guarantees equal treatment for all recipients, and delivers support faster and more directly to those in urgent need.
Backdated Payments Ensure No One Is Left Behind
Critically, the aid will be applied retroactively, ensuring vulnerable households receive accumulated support covering the transition period to the new system. This prevents any gap in assistance and guarantees that every eligible household receives the full amount it is entitled to — with funds reaching those who need them most, intact and without delay.
How It Works
Vouchers can be redeemed exclusively for food and essential non-food items at participating retail outlets — including supermarkets, greengrocers, and other food retailers enrolled in the program. By channeling support directly to households, the system strengthens purchasing power while simplifying access.
The program is automatically linked to Greece’s Minimum Guaranteed Income (MEI) scheme: all MEI beneficiaries are enrolled in the food aid program without additional application. Others experiencing extreme poverty may also qualify, following verification by local social services.
Minister’s Statement
Minister Domna Michailidou stated: “Dignity is non-negotiable for our fellow citizens struggling to meet even their most basic needs. With this new unified food assistance system, we’re fundamentally changing how support reaches those who need it most. Resources now go directly to households — quickly, efficiently, and with full respect for individual choice. At the same time, we ensure absolute transparency and equal rules for everyone, so help arrives exactly where it belongs: in the hands of the people who need it.”
