Starting 1 January 2028, municipal fees in Greece will be collected directly by local authorities—not through electricity bills. This change is part of a new collection system introduced via an amendment to the draft Local Self-Government Code, currently under discussion and scheduled for voting today (26 June 2026) in the Hellenic Parliament’s plenary session.
A Shift in Collection Mechanism
Minister of Interior Theodoros Livánios announced that the amendment will empower the government to issue a presidential decree enabling the transition. The aim, he stated, is to fully separate municipal fee collection from electricity billing—a long-standing request from both municipalities and energy suppliers.
No Change to Fees Themselves
Livánios clarified that the substance of municipal fees remains unchanged; only the method of collection is being restructured. Implementing the new system requires preparation time, and full rollout is projected for 1 January 2028.
ENFIA-Style Process
The new process will resemble the ENFIA property tax model: eligible taxpayers will receive their municipal fee notices electronically and will have up to 12 months to settle the amount.
