The multi-colored electricity system was first implemented at the beginning of 2024. It included various categories of fluctuating and fixed products, marked with green, yellow, and blue colors. Initially, the government created the green special tariff to protect electricity consumers and ensure an affordable price for those who did not want or were unable to compare prices. However, it became evident that the green tariff was relatively expensive, leading consumers to increasingly choose other options over time. The mini energy crisis in summer also pushed prices up, forcing the HSA (ΥΠΕΝ) to offer subsidies. According to RAEAE data, customers on the green tariff dropped from 5.2 million in January 2024 to 4.3 million by year-end. Conversely, the number of customers choosing blue fixed tariffs quintupled, rising from 161,461 to 800,265. Yellow tariffs also saw growth, increasing from 497,000 to 836,000. RAEAE notes that consumer movement from special to fixed tariffs was most prominent during June and July when special tariff prices surged, while suppliers offered numerous fixed-tariff options with competitive 6- and 12-month rates. A similar trend occurred in December, with many consumers favoring fixed tariffs. For 2025, the trend toward blue tariffs appears to be continuing, as companies are offering highly competitive rates on these products.
