Following today’s (March 27, 2025) meeting in Paris regarding developments in Ukraine, French President Emmanuel Macron stated that the ‘coalition of the willing’ unanimously agreed that sanctions against Russia cannot be lifted before peace is achieved. Macron added that the coalition aims to maintain economic pressure on the Russian naval ‘ghost fleet’ and certain industrial capabilities supporting Russian military operations in Ukraine. This development contrasts with Tuesday’s (March 25, 2025) announcement by the White House about a potential ceasefire in the Black Sea combined with efforts to restore Russian agricultural exports and fats, sectors targeted by European sanctions. The French president also emphasized that an order was given to the Foreign Ministers of the ‘coalition of the willing’ to submit proposals for monitoring and overseeing a ceasefire in Ukraine, with a deadline of three weeks. Additionally, Macron revealed that France and the UK will send a military delegation to Kyiv to collaborate with Ukrainian Armed Forces in an advisory role.
