A clear message to the government that the Government First grade is not going to do not a step back from red lines it has set in terms of the dialogue that has been…
start for the change of Kallikrates sent by the President of KEDE (C. Patootie, during today’s meeting of the Board of directors, which was held in the presence of and the President of the ΕΝΠΕ K. Purchaser.
During the debate on the conditions of continuation of participation of the KEDE to the commission of the ministry of Interior for the revision of Kallikrates, it was decided unanimously to re-evaluate its stance after a meeting which will be asked, between the heads of the factions of the BOARD of directors of the KEDE under the President of the C. Πατούλη and the minister of the Interior, P. Skourletis.
In his contribution, mr Patoulis has pointed out that the meeting will formulate the fixed positions of the KEDE and the red lines it has set as basic conditions for the participation in the dialogue on the revision of Kallikrates, which are the following:
-The Reform of Kallikratis must precede every change in the system of election of Mayors and municipal councillors.
– To register additional amount equal to 214 million. € in the State Budget 2017, as the first instalment of the new generation of retained and to start immediately the discussion for the new generation retained for the period 2010-2016.
-The Mobility of municipal employees. The KEDE has requested that there be a legislative provision in order for any move of staff is done with the assent of Mayors.
“We will ask the competent leadership of the ministry to open the papers and to give clear answers, in no uncertain terms, for all of the issues that has put the Government in the first degree, and then we will reassess our position” he said.
In addition, during today’s meeting of the Board of directors was discussed and the unacceptable decision of the government to exclude the KEDE by the Commission for Dialogue on the Constitutional Review.
Mr. Patoulis spoke a disparaging attitude of the government towards the Government Α’βαθμού and added: “Those who thought to exclude the KEDE by the Organizing Committee Dialogue for the Revision of the constitution, undermine the process, which should ensure that you seek the maximum possible consensus and cooperation between all political and social forces in order for the new Constitution to guarantee that in the next few years, Greece is :
– it will be a country with a european orientation
– will promote and will complete the necessary changes and reforms which will ensure the character of a modern State Law
– gives weight to the protection and enhancement of the Social State
– sets a clear framework on the relations between State and Economy with a central point of the market and the functions of the
– will highlights the particular role of local Government A and B Grade, in the context of the ongoing administrative reform of the country
– promote the parliamentary modernisation in order to overcome the crisis of credibility of the political system,
-will protect the constitutional rights of citizens, individual and collective.
The President of KEDE pointed out that the revision of the Constitution is a national and not a partisan case, and wondered “why some people are afraid of him A degree of self-Government”.
“I don’t have a blank check to legislate for us without us. If the government wants the good of the country to prove it in practice and to start a meaningful dialogue with us, or they’ll find us across the street” he said and pointed out that it is unacceptable to ignore blatantly the Government in the first Degree, which is the institution of a state that is more than any other state institution closer to the citizen and in his everyday life.
Message to the government not to proceed with the enactment of proportional representation as an electoral system in Local Government, relayed by the President of the Union of Regions of Greece (ΕΝΠΕ),Prefect of Thessaly, mr. Costas Αγοραστός speaking today in the first for the 2017 meeting of the Board of directors of the Central Union of Municipalities of Greece (KEDE).
“The simple analog in the Government’s interest only to the oligarchs because they can easily and with small grants to control fragile and cyclical majorities in the Regional and Municipal
Councils”, pointed out mr K. Αγοραστός and wondered: “what Government is and what Republic and in the country that gave birth to the Republic we’ll talk after?”
“That is not for Democracy but for oligarchy,” stressed the President of the Union of the Regions and pointed out:
“The Government is the only constant in our country in the years of crisis, is the key development pillar and keeps inviolable the social fabric. Let’s ponder those who promote proportional representation in the Government, who will make the decisions, and how you will operate Regions and Communities? Or maybe they are planning to reintroduce partisan appointed administrative
secretaries? Let’s think again and in final analysis, let’s ask the mayors who have lost the majority in the Municipal Councils and while they need to make decisions to operate the Municipality
the pre the benefit of the citizens, they have huge problems every day,” he said.
Mr. K. Αγοραστός assessed the 2017 as the year of “we need to become closer and more systematic cooperation between the two levels of Government. Together we are called upon to achieve difficult goals and
we must unite our forces”, he stressed addressing the members of the BOARD of directors of the KEDE, and the present αυτοδιοικητικούς and continued:
“I don’t have anyone in the Government. And those who attempt to cause a rift in the Government, their purpose is to get the same from the frame of their responsibilities”.
Referring in general to the new year, the President of the Union of the Regions argued: “the Aim of all of us for 2017 must be a Greece that produces. The metrology of the Memoranda do not
it will lead us nowhere, whereas the target for very high primary surpluses is basically a straitjacket for the economy and society.
We need stability, justice, speed, and strategy in order to restore hope. Need to restore society to its natural balance from which has been removed and this will have cost social, economic and political. And the natural balance comes through jobs.”
