Israel Orders Evacuation Near Military Sites in Tehran

Military forces issued an immediate evacuation order for areas near military installations today (June 23, 2025). The Israeli army released a warning around 17:30 Greek time to residents of Tehran, urging them to stay away from weapon production centers and military bases. This tactic is often used by Israel before launching large-scale aerial attacks and bombings, with evacuation notices written in Persian and Arabic. Meanwhile, a UN investigative mission stated that some Israeli strikes on Iran may have violated international humanitarian law, citing the killing of civilians in an apartment building and three workers from humanitarian organizations in the capital, Tehran. According to the mission’s press release, dozens of residents of a residential complex and three employees from the Iranian Red Crescent were among the victims. Additionally, damages affected areas including a children’s autism clinic and a hospital in Kermanshah. The lack of effective warning from Israel, which could impact the population’s ability to reach safety, raises serious concerns regarding principles of proportionality, distinction, and precaution under international humanitarian law.
