The Greek energy market is criticizing the Ministry of Environment and Energy (YPEM) for overregulation in its new regulatory framework for balcony-mounted photovoltaic (PV) systems. While the initiative to install small-scale solar panels on balconies is broadly welcomed, industry companies and professionals have raised concerns about several overly restrictive provisions.
Additional Costs Beyond the Panels
One key concern is the requirement to renew the Installer’s Responsible Declaration every two years—a process that mandates hiring a licensed electrician and incurs additional fees. Another issue is the mandatory installation of remote metering systems and directional sensors at the residence, which adds to what is otherwise a relatively low-cost setup.
Although the PV panels themselves cost between €450 and €1,000, these regulatory requirements significantly increase the total investment for homeowners.
