How DEI Plans to Build Its Major Kozani Data Center

DEI has entered the preparatory phase for its large-scale hybrid (AI & Cloud) data center in Kozani. The utility has issued a market consultation invitation to define requirements for upcoming tenders, pending a partnership agreement with a hyperscaler before final investment approval. The facility will be built in phases near the Agios Dimitrios power plant. Initially, it will comprise four 75 MW buildings—totaling 300 MW—with potential scalability up to 1 GW. Each building will include six data halls, three AI-dedicated halls (105 kW density), and three cloud-dedicated halls (20 kW density). Power supply will rely on a 400 kV substation and 33/0.4 kV transformers. Cooling will use closed-loop water systems and heat pumps. DEI seeks experienced partners for equipment and services. Importantly, this consultation does not pre-empt the final investment decision—it reflects readiness, not commitment. In November, CEO Giorgos Stassis confirmed the project remains outside DEI’s core investment plan, contingent on securing a hyperscaler agreement, which is currently under discussion.
