Greece’s Housing Renovation Program, funded under the National Strategic Reference Framework (NSRF) 2021–2027 with a budget of €500 million, has been extended until September 30. The extension includes expanded eligibility criteria—specifically for closed residences, meaning permanently built, fully enclosed residential properties (as opposed to open or semi-open structures like summer homes or annexes).
Broadened Access and Revised Criteria
A key change concerns the removal of the previous restriction limiting applicants to funding for only one closed residence during Stage B of program implementation. Under the updated rules, citizens may now submit applications for multiple closed residences—subject to existing income and property ownership conditions.
In addition, the Joint Ministerial Decision (JMD) governing the program has formally updated terminology: references to “child” or “children” in the original JMD (86272ΕΞ/02-06-2026 Β’ 3058) have been replaced with “minor child” or “minor children”, clarifying eligibility for dependents. The official income brackets used to assess applicant eligibility have also been formally revised and restructured.
Priority for Lower-Income Applicants
For open residences—such as seasonal or secondary homes—the second chronological phase of Stage B will prioritize funding applications based on household income levels. This aims to direct support toward lower- and middle-income households undertaking energy-efficient upgrades.
Eligibility Clarifications
Closed residences acquired in 2026 remain ineligible, as clearly stipulated in the original JMD: to qualify, the property must already be declared as the applicant’s primary residence in their 2025 tax return.
In contrast, open residences purchased in 2026 are eligible, provided the applicant declared that property as their main residence for the 2025 tax year.
To date, over 90,000 eligibility certificates have been issued under the program, while the total number of registered users on the official platform (anakainisi.gov.gr) exceeds 380,000.
