Greek Transport Ministry Draft Law Unveiled: What’s in Store for Trains?

Following the standards of the DEH model for restructuring and hiring staff from the market with a ‘light’ ASEP, the government aims to implement significant changes for Greek railways. Live News revealed today (25.04.2025) details about the upcoming draft law that will be presented on Monday, April 28th. Among the regulations included in the Transport Ministry’s draft law to ensure train safety, Live News disclosed plans to mergeOSE, ERGOSE, and GAIOSE under the company ‘Greek Railways,’ with a foreign strategic investor through a bilateral agreement. Additionally, there will be an enhancement of the Railway Regulatory Authority (RAS), digital recording of actions and violations, and implementation of the ETCS automatic protection system. Before summer, a unified train tracking system with 5% accuracy will be created, visible to all stakeholders. Furthermore, a state-of-the-art training center with simulators for stationmasters and drivers will be established. An employee point system will also be introduced where the first mistake results in removal from position and retraining, the second in strict warning and more rigorous retraining, and the third in dismissal. A new personnel evaluation model in collaboration with the Military Aviation will also be implemented by 2027. All employees involved in discussions revealing the chaos within the railway system are expected to be removed from their positions. The specific draft law from the Transport Ministry will be presented at the Cabinet meeting on Monday and is expected to be voted on in May.
