The Independent Authority for Public Revenues (AADE) conducted extensive inspections during the first five months of 2025, particularly targeting cases involving the issuance and receipt of fake invoices. Using a specialized algorithm that tracks business transactions, combined with data from myDATA and qualitative analysis by inspectors, AADE successfully identified numerous significant cases of fraudulent invoicing aimed at concealing substantial revenues and tax liabilities.
Overall, 8,300 fake invoices were uncovered, totaling €138 million in illicit value. The violations spanned multiple sectors:
- Women’s clothing production and trade: 581 invoices – €4 million
- Retail and wholesale food trade: 36 invoices – €3.3 million
- Wholesale timber and agricultural machinery trade: 52 invoices – €10 million
- Educational services: 9 invoices – €4 million
- Wholesale meat trade: 46 invoices – €2 million
- Packaging services: 63 invoices – €1.8 million
- Technical and construction works: 3,503 invoices – €56 million
- Vehicle maintenance and repair: 82 invoices – €11 million
- Mobile phone sales: 27 invoices – €2.8 million
- Building cleaning services: 844 invoices – €15.4 million
- Advertising services: 2,615 invoices – €16.2 million
- Software sales: 70 invoices – €8.1 million
- Animal feed sales: 350 invoices – €7.3 million
- Film production: 4 invoices – €133,500
AADE has already begun issuing initial fines and verifying the corresponding tax obligations. Additionally, ongoing audits are being conducted to assess the long-term tax compliance of these businesses.
