The European Commission’s Annual Report on Taxation 2026, published by the Directorate-General for Taxation and Customs Union, highlights Greece’s significant tax administration reforms — particularly the digital transformation of the Independent Authority for Public Revenue (AADE), strengthened audit capabilities, and enhanced efforts to combat tax evasion.

myDATA at the Core of Modernisation

The report singles out myDATA — AADE’s central digital platform — as a cornerstone of Greece’s modernised income tax reporting system for businesses and self-employed individuals. It notes that the framework enables real-time transmission and tax-relevant processing of transactional data, and commends its full implementation for improving tax compliance and reducing tax evasion.

Data-Driven Risk Assessment and Targeted Audits

The report also recognises AADE’s development of advanced, data-driven tools to assess taxpayer compliance risk and prioritise audits accordingly. This approach allows more efficient use of available data and better allocation of inspection resources toward higher-risk cases.

Broader Contributions and Strategic Initiatives

Additional achievements cited include:

  • Greece’s participation in a European project assessing tax administration performance (TADAT) and co-developing a strategic plan for more effective tax collection and improved taxpayer services;
  • Technical support provided for implementing the OECD’s Pillar Two global minimum tax rules, including information exchange and harmonised risk analysis methodology;
  • The role of digitalisation in reducing administrative burdens for citizens, businesses, and the tax authority itself;
  • The importance of balancing rigorous enforcement with simplified procedures, tax certainty, and stronger taxpayer support.

Tax Revenue Performance

Greece recorded the largest increase among EU member states in the VAT share of total tax revenue between 2014 and 2024 — rising by 3.1 percentage points. This reflects the growing significance of VAT revenues within the country’s overall tax structure.

Statement from AADE Director George Pitsilis

AADE Director George Pitsilis commented: “The report documents the steady evolution of Greece’s tax administration into a modern, digital, and data-driven institution. Tools like myDATA, combined with data analytics and targeted risk assessment, are strengthening audit effectiveness, curbing tax evasion, and easing administrative burdens for compliant taxpayers and citizens alike. Our goal is a tax administration that merges robust oversight with simplicity, legal certainty, and high-quality service — one that is fair, trustworthy, and worthy of public confidence.”
