He stressed advancing collective defense in Europe and suggested excluding additional defense costs from budget caps to incentivize investment in defense. Regarding Ukraine, he argued that Europe must play a leading role, with the U.S. standing alongside it, providing multi-layered guarantees to Ukraine.
