He stressed that the core goal is not abolishing permanence per se, but establishing a robust, objective performance evaluation system applicable to all public servants—including current employees. Constitutional enshrinement of such evaluation is under discussion. Livanius emphasized that any reform preserves legal safeguards for civil servants and prohibits arbitrary dismissals by ministers or local officials. Leadership appointments will now require standardized, transparent examinations—administered either by ASEPE or under its supervision—including knowledge, skill, and situational tests. No leadership evaluations have taken place in the past 15 years due to political reluctance across parties.
