Germany Plans One Million Shelters Amid Rising Fears of Potential War with Russia

Germany may require up to one million shelters in the event of a potential conflict with Russia, according to Ralph Tisler, head of Civil Protection (SZ). The project is estimated to cost around €30 billion. Germany needs to create as many as one million shelters due to growing concerns about the risk of a Russian military attack in Europe, said Ralph Tisler, head of the Federal Office of Civil Protection and Disaster Assistance (BBK). Tisler told the German newspaper ‘Süddeutsche Zeitung’ that suitable tunnels, subway stations, underground parking areas, and public building basements must be prepared for emergency use. By summer, BBK will present a detailed plan for staying in shelters for several days, providing water, food, and even tent beds. The budget includes extending alert systems based on the existing NINA early warning application. Currently, there are almost no functional shelters in Germany, as no funds have been allocated for their maintenance since 2007. Additionally, there’s increasing demand for private shelters across Europe, particularly in Germany, France, and Baltic countries.
