Felony charges brought by the public Prosecutor’s office against Corruption in… weight of the already Ï€ÏοφυλακισμÎνου businessman Thomas Λιακουνάκου, the former Secretary-General of Economic Planning and Defence Investments Spyridon Trayloy, as well as seven service agents of the Ministry of National Defense, for the “scandalous” Contract for the Supply of 12 attack helicopters type AH-64D Apache from company Boeing, for the needs of the Greek Army.
Yes, copies of the file shall be transmitted to Parliament through the Attorney of the supreme Court, in order to be explored any criminal liability of former Minister of National Defense Giannos Papantoniou.
The specific case is the fourth case of a prosecution by the public Prosecutor of Crimes of Corruption for armament programme, which has involved Tom Λιακουνάκος, after those of the system of electronic warfare for the Greek Army, the offsets in the context of the supply of battle tanks Leopard 2HEL, and Airborne Early Warning System & Control ERIEYE.
In particular, with order of the Prosecutor of Crimes of Corruption Helena Ράικου, we have conducted a preliminary examination of the Assistant Prosecutors of Crimes of Corruption, Antony ΕλευθεÏιάνο and Popi Papandreou, after which Antony ΕλευθεÏιάνος prosecuted, criminally, at the expense of the former Secretary-General of Economic Planning and Defence Investments Spyridon Trayloy, as well as seven service agents of the Ministry of National Defence, for infidelity associated with the service, under the aggravating circumstances of the law on abusers of the Public. Also, a criminal prosecution was brought, in the commission of a felony, at the expense of the entrepreneur Thomas Λιακουνάκου, for inciting a serial in the above offence.
The case concerns the Contract offsets 22/2003, which derive from the Main Contract for the Supply of 12 attack helicopters type AH-64D Apache from the Boeing corporation, for the needs of the Greek Army, in exchange for a contractual consideration of $594 million. During the preliminary examination an analysis of programs of Compensatory Benefits from a special scientific staff in the Office of the Prosecutor of Crimes of Corruption and showed that the Contract 22/2003 signed in breach of the relevant legislation and Guidelines of the Ministry of National Defence, with the result that injury is caused to the property of the Greek State.
According to the data of the file to that convention envisaged υποκατασκευαστικό project with a nominal value lower by $14 million compared with that required by the law, while the adjustment due to the lapse of time, the nominal value of the offsets was carried out in such a way, so that it is lower by $2.5 million compared with that which would result if applied to the existing provisions.
At the same time, the programs of Compensatory Benefits related to the development of a programme of digitisation of artillery in battle and modernization-upgrade of the system “DEDALOS” were executed in such a way that the value of the materials and services offered to the Greek State was lower by approximately $9 million, this time with a corresponding benefit to the company SONAK, property of Thomas Λιακουνάκου, which was exempted from the obligation to offer ισάξιων materials and services to the Greek State.
