foreshadowing the deputy minister of Interior and Administrative Reconstruction, Christopher Βερναρδάκης.
In an interview with the Sunday newspaper, the person responsible for the Public Administration minister proposes to change the Constitution in order to issue two contracts of employment to the State: A working relationship, where we included all the permanent employees and one for seasonal staff.
As explains mr. Βερναρδάκης, “we seek to have a relationship work for the permanent staff in the public services, but this can only be done with constitutional review. It requires a change of article 103 of the Constitution and the Government is positive in this direction.
“Essentially we have two employment relationships in the Public: One for permanent staff where they join, and workers with private law labour relation of indefinite duration and an employment relationship for seasonal staff,” he stressed.
The employees of a structural one in the Greek state, in accordance with recent data of the “Inventory”, are numbered in a little less than 50,000.
Mobility
With regard to the upcoming bill for mobility, the minister said that the postings will be limited to extremely important reasons, and will only apply for 1 + 1 years. “A key tool of the “mobility” will be transfers to vacant positions. The new framework will be integrated throughout the permanent management of Ministries and supervised Bodies, and are excluded only for the teachers, and the uniforms” he pointed out.
In yesterday’s interview, in response to a question about whether there will be prohibitions on the movement of staff from certain disciplines, makes known that “the goal is to have the fewest possible restrictions. Obviously there are a number of totally special cases for which, however, will be, special mobility systems”.
