The Federal Bureau of Investigation (FBI) has arrested a 35-year-old woman accused of plotting a terrorist attack on the New York State Capitol in Albany. Jessica Bowie, the suspect, is alleged to have pledged allegiance to the Islamic State (ISIS) and expressed deep admiration for the group in online chats over several years.
Background and Radicalization
Bowie reportedly converted to Islam approximately five years ago. According to federal authorities, she began expressing support for ISIS online and communicated with individuals she believed were intermediaries for the terrorist organization. Investigators say she had been actively planning the attack since last month — well ahead of the September 11 anniversary — and had conducted surveillance of the Capitol building for weeks, taking photographs from multiple vantage points.
FBI’s Undercover Operation
In early August, Bowie purchased materials commonly used to construct explosive devices from a hardware store. On Wednesday, undercover FBI informants met her and provided an inert explosive device, a firearm, and instructions on how to detonate the weapon. Shortly afterward, law enforcement moved in and arrested her.
Confession and Intent
During questioning, Bowie reportedly acknowledged the gravity of her actions. She stated: “There is no salvation for me, no help — I will go to prison for the rest of my life. I looked it up on Google beforehand: providing material support to terrorism carries up to 20 years in prison. I know I’m going to jail.”
Authorities say Bowie planned to leave the United States after carrying out the attack but left open the possibility of returning to conduct further operations. Among other potential targets she reportedly considered were the White House and Times Square in New York City — even during New Year’s Eve celebrations.
FBI officials emphasized that the plot was disrupted several weeks before the 9/11 anniversary, underscoring the success of their counterterrorism efforts. No injuries or threats to public safety occurred as a result of the investigation.
