EYDAP Responds to Athens Mayor’s Statements on Water Tariffs

In response to recent statements by Athens Mayor Haris Doukas regarding the adjustment of water and wastewater tariffs, EYDAP issued an official clarification. First, the tariff revision for non-residential users—including municipalities—aims to promote rational water use amid Attica’s declared drought emergency. Second, the Regulatory Authority for Energy, Waste and Water (RAAEY) has approved EYDAP’s revenue cap and pricing policy through 2029 following public consultation. All costs and investments are rigorously reviewed to ensure fairness, consumer protection, and initiatives reducing water waste by large consumers like municipalities. Notably, the approved tariff increase is lower than cumulative inflation over the past 17 years and includes safeguards for vulnerable groups—zeroing the fixed charge, thus lowering their total bill. Third, revenues will fund a €2.5 billion investment program: replacing aging pipes, reducing leaks, digitizing network monitoring, and strengthening Attica’s water supply resilience. The Mayor omitted that the Greek State (50+1%) and Hellenic Republic Asset Development Fund (11.33%) are EYDAP’s majority shareholders—meaning most dividends flow back to the state budget. Finally, even post-adjustment, EYDAP’s tariffs remain the lowest among major European cities, having remained unchanged for 17 years while the company absorbed rising energy and operational costs without passing them on to consumers.
