European Leaders Call for Strengthening EU Defense Readiness Within Five Years

Following the conclusions of March 6, 2025, and in line with the ‘White Paper’ on the Future of European Defense on March 19, 2025, leaders at the summit urged acceleration of efforts to decisively enhance Europe’s defense readiness within the next five years. The leaders participating in the summit called on the European Council and co-legislators to swiftly advance recent Commission proposals and continue work on related funding options. The European Council emphasized that a stronger and more capable European Union in security and defense will positively contribute to global and transatlantic security and complements NATO, which remains the foundation of collective defense for member states. It is noted that none of the above affects the special character of the security and defense policy of certain member states, and all member states’ security and defense interests are considered according to treaties. Finally, European leaders called on the Commission and the High Representative to regularly submit reports on progress in implementing defense-related works. The European Council will revisit defense matters at its next session.
