Leaders of EU member states failed to agree on any financial aid packages for Ukraine during their summit in Brussels. Despite pre-summit proposals ranging from €20 billion to €40 billion, they couldn’t even settle on €5 billion due to opposition from France and Italy. Hungary also refused to sign the final declaration, highlighting internal divisions within the EU.
