EOF Recalls Two Perfumes Over Undeclared Allergenic Ingredients

The National Organization for Medicines (EOF) has ordered the recall of two perfume products due to undeclared allergenic substances exceeding mandatory labeling thresholds. The action follows laboratory testing that revealed non-compliance with EU cosmetics regulations, specifically Regulation (EC) No 1223/2009, which requires certain fragrance ingredients to be clearly listed on packaging when present above defined concentrations.

Recalled Products

Tesori d’Oriente Fior di Loto Aromatic Perfume 100ml

Batch: 21393A07C
Manufacturer: GR. SARANTIS A.B.E.E.
Issue: Benzyl alcohol concentration exceeds the 0.001% w/w threshold for rinse-off and non-rinse-off cosmetic products — requiring mandatory declaration on the label.

Perfume Mall WOMEN’S EAU DE PERFUME

Batch: 240592
Manufacturer: AG KOUTSOURELIS A.E.
Issue: Benzyl salicylate concentration exceeds the same 0.001% w/w labeling threshold.

Regulatory Context

Under EU cosmetics legislation, benzyl alcohol and benzyl salicylate are classified as potential allergens. When present in concentrations ≥ 0.001% in leave-on products (such as perfumes), they must be explicitly named in the ingredient list. Failure to do so poses a risk to consumers with sensitivities or allergies, undermining informed choice and safety.

Action Required

The EOF has instructed both companies to immediately notify all distributors and retailers who received the affected batches and to withdraw the products from the Greek market. As part of the recall, manufacturers must retain relevant documentation—including distribution records and test reports—for at least five years and provide them to the EOF upon request.

This measure is strictly precautionary and aims to safeguard public health. The EOF continues to monitor cosmetic product compliance through routine laboratory surveillance and market inspections.
