Changes in three levels of EL.A. and the Ministry of Citizen Protection explain to the “K” that procedures for drawing up the manual to deal with hooligans began in January, in the wake of the bloody incidents on the closed volleyball court “Melina Mercouri” and the death of the police officer, George Lygeridis. “We thought we had to move on to changes in three axes: legislation, technology and the way police operate,” one of the central figures of the effort tells K. As far as legislation is concerned, a new, stricter law on combating sports violence was passed in Parliament on 1 February. At the same time, the stadiums hosting large-class matches were put into operation modern camera systems and the control of identities was established through gov.gr. What remained was the creation of an operational action plan of EL.A. with standard procedures for the management of games mainly high risk and the treatment of sports violence. The gap came to cover the “Kallipateira” plan. In February a paper exercise was carried out to identify gaps and arrhythmias and then began drawing up the project completed in its first form in June. At the end of July there was a new, second exercise with the findings and observations incorporated into the final form of the manual. The “Kallipateira” project includes measures to prevent incidents to the ways in which “warlocks” pass through the stands. The plan describes the procedures to be followed before, during and after a sports meeting. As is, for example, checking the operation of the electronic surveillance system a few 24 hours before the sports meeting, checking the vulnerability of sports facilities etc. It also includes standard procedures to prevent phenomena of fan violence. The relevant table (p.d. is in the form of a checklist) includes actions such as police control of the gathering points of fans, whether they are fan clubs, parks or cafes owned by fans. There are still instructions for recording the activities of fans on social networks, i.e. postings of images and videos, as well as classifying them based on their criminal past (extortion, robbery, drug trafficking). ‘The risk assessment shall be drawn up up up to forty-eight hours before the start of the athletic contest’, referred to in the ‘Kalipateira’ plan. Responsible for this is the Organized Sports Violence Response Service, which may request the assistance of Anti-Terrorism, the NSA and all stakeholders who can contribute information material as indicated. Action groups And if this concerns prevention, the new EL.A. Manual. include standard instructions for dealing with incidents of fan violence. In the list of practices used by group fans to cause incidents, it is indicated: “Congregation of a few-member groups, which usually move on two-wheeled motorcycles in areas of rival fans to identify known fans or other random periresidents…”. At another point, the methods used to introduce munitions to the ramps of the fields are described: “placing them with adhesive strips along the spine”…
