Greece’s Ministry of National Defence (ΥΠΕΘΑ) has launched its first integrated energy upgrade and modernization program for military industrial facilities, with a total budget of €63.5 million. The initiative comprises six distinct projects across installations belonging to the Hellenic Army, Navy, and Air Force—and forms part of the Ministry’s Sectoral Development Programme (ΤΠΑ) for 2026–2030.
Projects Across Key Locations
The six projects span strategic sites in Attica, Volos, Thessaloniki, and Salamis:
- Inter-Service Military Factory (700 SE), Attica: €20 million
- 304th Advanced Base Factory (304 ΠΕΒ), Volos: €20.5 million
- 308th Advanced Base Factory (308 ΠΕΒ), Thessaloniki: €7 million
- Joint-Service Chemical Laboratory (ΧΗΕΔ), Attica: €6.1 million
- Naval Maintenance & Repair Facilities at Salamis Naval Base—including the Machine Shop, Workshop, and HANGAR hangar structure: €7 million
- State Aircraft Factory (ΚΕΑ), Attica: €2.9 million
Focus on Modern Machinery
A significant portion—€28 million, or 44.1% of the total investment—is dedicated to acquiring and installing state-of-the-art mechanical equipment. This emphasis reflects the Ministry’s priority to strengthen domestic repair, maintenance, and production capabilities for critical defence assets. The upgrades are expected to significantly improve operational efficiency, expand output capacity, and reduce long-term operating costs.
Energy Efficiency and Strategic Autonomy
Energy savings are a core objective: the program aims for a sharp reduction in the energy consumption of these facilities. By combining energy-efficient infrastructure with advanced machinery, the Ministry expects to create more resilient, sustainable, and high-performing industrial support systems.
Ultimately, the initiative serves a broader strategic goal: strengthening the self-reliance of the Hellenic Armed Forces. By upgrading domestic military factories, Greece seeks to perform more maintenance, overhauls, and modernizations of key equipment in-house—reducing dependence on foreign contractors and enhancing operational autonomy. The effort aligns with national priorities to reinforce Greece’s indigenous defence industrial base and bolster long-term military readiness.
