Greek utility DEI (Public Power Corporation) and real estate developer Dimand have announced the launch of a joint investment to develop a new, benchmark sustainable office campus on the former Plessa military camp site in Athens. A 50–50 joint venture company—Powerhub Properties—has been established to lead development and operation of the project, replacing DEI as the long-term lessee of the land.

A Landmark Sustainable Development

Construction has already begun on the modern, bioclimatic office campus at 211 Mesogeion Avenue in Athens, with a total investment of approximately €176 million. Designed with deep respect for its urban context, the building’s height is strictly limited to 19.5 meters—ensuring harmonious integration into the surrounding residential fabric.

The campus will offer around 29,900 square meters of primary office space, complemented by roughly 29,000 square meters of underground areas—including over 600 parking spaces across three basement levels. Half of these spots will be equipped with electric vehicle charging infrastructure, ensuring all vehicular access and parking remains fully contained within the site, relieving pressure on adjacent streets.

Green Infrastructure and Environmental Integration

Environmental enhancement is central to the project’s vision. Of the site’s total area—18.8 acres—the majority remains undeveloped. Existing trees from the former military camp are preserved intact. The design includes 7,800 square meters of landscaped green spaces with water features, plus a 3,700-square-meter rooftop garden.

Energy and resource efficiency are embedded throughout: geothermal heat pumps, 750 photovoltaic panels to meet on-site energy demand, and underground rainwater harvesting tanks for autonomous irrigation. These features target the highest international sustainability certifications—LEED Platinum and WELL Platinum.

Timeline and Additional Features

The project is currently in the foundation phase and is scheduled for completion by mid-2028. In addition to premium office space, the campus will house a flagship DEI retail store, dining facilities, an amphitheater, and wellness infrastructure.

Zoi Christodoulou, Group Chief Procurement Officer of DEI, stated: “The new bioclimatic campus on Mesogeion Avenue is a sustainability benchmark—thoughtfully integrated into the neighborhood and elevating local community life. It delivers a world-class workplace environment aligned with the strictest health and wellbeing standards (WELL Platinum). Partnering with Dimand—a leader in green real estate development—optimizes our capital use, minimizes construction risk, and guarantees speed and excellence in execution.”

Nikos Diamtsis, Deputy CEO of Dimand, added further commentary on the collaboration (text cut off in source).
