The application deadline for the pilot program ‘Digital Education and Empowerment of Seniors and People with Disabilities’ has been extended. Funded by the Recovery Fund, the initiative is a joint effort by the Ministry of Social Cohesion and Family, and the Ministry of Digital Governance and Artificial Intelligence.
Implementation Partners and Target Groups
The program is implemented by two key organizations: the Institute for the Study of People with Disabilities (IN.E.S.AmeA) and the National Infrastructure for Technology and Research (GRNET S.A. – EDYTE), a body under the Ministry of Digital Governance and Artificial Intelligence.
For citizens aged 65 and over, the application deadline is now extended until 18 March 2026 at 23:59. For people with a certified disability of 50% or higher, the deadline is extended to 22 March 2026 at 23:59. The extension aims to ensure broader participation, especially as spots for seniors are filling quickly, while more places remain available for people with disabilities.
Program Goals and Activities
The program seeks to tackle digital exclusion and strengthen inclusive participation in Greece’s digital society. Through hands-on training, participants gain practical digital skills that support daily life and improve access to essential online public services.
Training modules cover topics such as communication via digital apps, making electronic payments, using government services on gov.gr, and navigating social media platforms.
How to Apply
Interested individuals can submit their applications via the official platform empower.gov.gr, using their TaxisNet credentials. Applications may be submitted either by the applicant themselves, an authorized representative, or — in the case of people with disabilities — by a legal representative, provided the relevant documentation is uploaded.
Delivery Structure
For seniors (65+), the program will operate through 120 Digital Empowerment Hubs hosted in municipal social structures across Greece. These hubs will host a total of 240 training groups, reaching up to 3,600 participants. Each participant will complete 70 hours of in-person training. GRNET S.A. serves as the implementing body and provides all necessary equipment.
For people with disabilities (50% or higher disability rating), training will be delivered by specialized digital support educators at 74 dedicated Digital Empowerment Hubs for People with Disabilities, operating nationwide. IN.E.S.AmeA leads implementation in collaboration with the organizations managing these hubs. A total of 2,800 people will benefit from this track.
