The temporary restraining order prevents the Trump administration from revoking Harvard’s certification in the Student and Exchange Visitor Program (SEVP), which allows international students to study in the U.S. Judge Alison Burroughs, appointed by Democratic President Barack Obama, ruled that Harvard could suffer harm before having the chance to fully present its case. Burroughs blocked the implementation of the government’s decision for 15 days and scheduled further hearings on May 27 and 29. The judicial decision provides temporary relief for thousands of foreign students at Harvard who might have been forced to transfer or return home if the policy had been enforced. Harvard argues this is an attempt at ‘retaliation’ due to its refusal ‘to surrender academic independence.’ The Trump administration may appeal Burroughs’ ruling.
