The Greek Parliament will begin debating the Ministry of Labor and Social Insurance’s bill titled ‘National Social Agreement for Strengthening Collective Labor Agreements’ on February 4, 2026. The bill enshrines the National Social Agreement signed two months ago between the government and national social partners—including GSEE, SEV, GSEVEE, ESEE, SETE, and SBE—focused on modernizing collective labor agreements (CLAs). Comprising 16 articles, the bill underwent a two-week public consultation. Labor Minister Nikē Kerameōs stated the agreement opens a new chapter for CLAs and the broader labor market, promising higher wages, better working conditions, greater business stability, and clearer regulatory frameworks. Key reforms include lowering the coverage threshold for CLA extension from 50% to 40% of sector employees; introducing automatic extension when national social partners jointly sign a CLA; enabling GSEE to co-sign sectoral agreements upon invitation; clarifying application scope via KAD codes; streamlining the GEMHYSOE and GEMHOE registries; reducing mandatory registration requirements; and revising legal consequences of non-registration—ensuring union rights remain unaffected.
