The aim is to reduce the overweight public costs resulting as a consequence of the increasingly frequent natural disasters due to climate change, through the promotion of real estate insurance, the increase of environmental charges and the continuation of compensation. The main interventions from the preliminary draft budget of 2025 are: an increase from 2025 of the rate of reduction of the ENFIA from 10% to 20% for residences of natural persons insured for natural disasters with a taxable value of up to EUR 500,000. Residences with a taxable value of more than 500,000 euros continue to have a 10% discount, as was the case from 1.1,2024, without however being compensated in the event of a natural disaster after 1.6,2025, an increase from 1.1,2025 of the climate crisis resistance charge, ranging from EUR 0,5 to EUR 5, depending on the category of hotels and accommodation, in the months from April to October and an extension by one month (March) of the period of application of the low fee. The annual benefit from this change is estimated at EUR 203 million. It is noted that from 2024 onwards resources of EUR 600 million per year are provided for in the National Public Investment Programme for the Natural Disaster Programme, which are partly financed by the climate crisis resilience charge and are used both for the rehabilitation of affected persons through state aid and for major infrastructure projects in the context of the prevention and restoration of the effects of natural disasters, an insurance obligation for natural disasters: (a) from 1.6.2025, businesses with a turnover of more than EUR 500,000 and (b) from 1.1.2025, vehicles for private and professional use, with the renewal or conclusion of a new insurance policy and the continuation of the contract of almost all of the EGIS projects, amounting to EUR 2.1 billion and the implementation of the majority of the Anti-nero programmes I and II as well as the Anti-nero III Forest Protection Programme, totalling around EUR 400 million. Finally, compensation for the restoration of the natural disasters caused by the flood of Daniel in Thessaly continues, with an amount of more than EUR 600 million in the last quarter of 2023 and during 2024, through state aid and the Hellenic Agricultural Insurance Organization (ELGA), while payments under State aid are further accelerated. In addition, infrastructure projects in Thessaly related to the road network and railway, amounting to more than EUR 1 billion, are funded by the IPA and the ITA, with a budget of EUR 200 million from the Ministry of Environment and Energy. The above are complementary to the projects implemented by TTAs a’ and a’ second degree as well as the other relevant projects provided for in the TMP.
