Bureaucracy Reduced by 50% Over the Last Few Years – Revealing Survey Data

Bureaucracy has long been a thorn in the side for many citizens. However, recent years have seen significant improvements thanks to online platforms. The reduction in bureaucracy and the systematic use of public online platforms are key findings from a nationwide survey conducted by Palmos Analysis for ERTNEWS. This pan-Hellenic survey took place between February 25 and March 2, 2025. According to the survey, 50% of citizens report a reduction in bureaucracy over the past five years. Meanwhile, 27% believe it hasn’t changed much, and only 21% perceive an increase. More than 8 out of 10 citizens (84%) still consider bureaucracy in the broader public sector as either ‘Very’ (57%) or ‘Somewhat’ (27%) significant. Municipalities and courts/legal services rank highest among institutions perceived as ‘Very’ or ‘Somewhat’ bureaucratic, at 75% and 74%, respectively. Satisfaction levels are highest for the willingness and courtesy of staff during in-person visits (59%), followed by effectiveness/achievement of visit objectives (55%). Among all sectors, Citizen Service Centers (KEP) show the highest satisfaction rates. Conversely, the lowest satisfaction with staff courtesy and processes is observed in the Land Registry and Social Security Entities (EFKA). Awareness of major public online platforms is nearly universal: gov.gr (88%), TAXISNET/myAADE (91%), and e-EFKA (84%). Approximately two-thirds of citizens regularly use gov.gr (68%) and TAXISNET/myAADE (66%), while e-EFKA usage stands at 36%. Issuing responsible statements and authorizations is the most popular service on gov.gr, used by 43% of respondents, followed by issuing certificates (41%), digital signatures and document verifications (28%), intangible prescriptions/referrals (27%), and daily citizen services (24%).
